The Sistema de Emergencias Médicas (SEM) is a public enterprise within the Health Department assigned to the Servicio Catalán de la Salud (Health Department of Catalonia). It is responsible for handling outpatient casualties and emergencies as well as emergency medical transport via the emergency number. In the past year alone it has dealt with over four million calls. As part of its strategy for continuing improvement, the SEM decided to develop a system to increase actual speed and efficiency ratios in its service to the public. The system required a tool that would support the development of management control methodologies and, specifically, enable scorecard implementation across an organisation employing 701 staff and 3,720 associates with an annual budget of €245.7 million.
The Challenge

The Solution
When evaluating the different tools on the market, the SEM was looking for a platform enabling easy creation of healthcare, finance and human resources indicators. Also the tool needed to facilitate integration of data from diverse sources and present them in a user-friendly environment, as well as being intuitive to use and accessible via a web interface. The solution put forward by Pragma Solucions, a QlikTech partner, was based on using QlikView to create five scorecards. The first handles healthcare support, supplying indicators of clinical management, healthcare coordination and health information to the public. The second scorecard provides internal support by way of indicators of income, expenses, results and cashflow. The third enables the SEM to optimise management of strategy and organisation orientated to people, internal training and personalised care. The fourth scorecard enables analysis and improvement of territorial structure. The last scorecard supplies territorial managers with indicators of demand volume and service provision times, enabling management to carry out more individual monitoring.
