The County of Los Angeles is one of the largest regional governments in North America, with approximately 100,000 employees serving a population of more than 10 million residents. The county’s Chief Executive Office’s (CEO’s) Compensation Section, led by Manager Napoleon Valera, is responsible for all aspects of employee salaries and benefits. His team conducts targeted research and makes recommendations to the County Board of Supervisors about everything from cost-of-living increases to union labor negotiations. The county’s compensation analysts regularly use WebFOCUS to explore salary and benefit scenarios, such as calculating the impact of offering a three percent bonus to a certain group or category of employees.
The Challenge
The County of Los Angeles, one of the largest regional governments in North America, faced a significant challenge in managing the compensation and benefits for its approximately 100,000 employees. The county’s previous reporting tools required nightly data dumps and custom coding, which limited analysts’ ability to respond quickly to requests for information. This was particularly problematic when dealing with labor negotiations with state and national labor unions, which represent approximately 80 percent of the county’s workforce. The county needed a more efficient and effective way to extract, analyze, and visualize the immense amount of data involved in managing employee compensation and benefits.
The Solution
The county worked with Information Builders to create a self-service analytics environment that replaces manual, overnight data dumps with real-time queries and interactive dashboards, charts, and graphs. The county used WebFOCUS to build an analytics portal that empowers people to access, visualize, and analyze data directly – without custom programming. Authorized users select and filter data based on department, bargaining unit, classification, salary range, overtime, and many other variables. The data can be output in multiple formats to computers, tablets, and phones, as well as loaded into Microsoft Excel for further analysis. This menu-driven analytics portal includes dashboards and parameterized display forms for querying the data in a simple, straightforward way. Information Builders Professional Services helped the county develop this expansive analytics environment and mentored the county’s analysts to create additional analytics assets on their own.
