Established in 1994, the Kaduna State Environmental Protection Authority (KEPA) is responsible for addressing environmental problems and promoting environmental management for sustainable development. As part of its core responsibilities, KEPA issues Environmental Impact Assessment (EIA) certificates, ensuring that the area’s rich biodiversity and natural resources are not adversely affected by human development. The Kaduna State Government (KDSG) oversees and regulates the populous Kaduna state in Nigeria’s North West. The government is committed to improving the ease of doing business in the state, making it more accessible and efficient for local businesses. This commitment led to the deployment of an intuitive web portal for Environmental Impact Assessment submissions and payments, using Microsoft Azure App Service and Power BI.
The Challenge
Ease of doing business is key for the Kaduna State Government (KDSG)—which oversees and regulates the populous Kaduna state in Nigeria’s North West. To help its Environmental Protection Authority (KEPA) serve local businesses better, KDSG deployed an intuitive web portal for Environmental Impact Assessment submissions and payments, using Microsoft Azure App Service and Power BI. The agency also developed an integrated reporting dashboard, allowing it to assess document processing efficiency across other ministries. As part of its core responsibilities, KEPA issues Environmental Impact Assessment (EIA) certificates, ensuring that the area’s rich biodiversity and natural resources are not adversely affected by human development. To deliver on this mandate requiring fast processing times, little duplication, and high transparency, the Kaduna State Government (KDSG) needed to automate the EIA submission process.
The Solution
Partnering with Wragby Business Solutions and Technologies, KDSG began developing an Azure-powered web portal to automate the EIA submission process. The Azure App Service was instrumental in developing a customized platform to track various stages of the workflow, providing single sign-on services to authenticate users at different levels of engagement within the system. This new system allowed for shorter processing times, seamless payments, prompt data analysis, and the ability for applicants to upload all necessary documents online. Additionally, KEPA’s EIA data feeds into a consolidated dashboard, giving information on the State’s performance as a whole. Power BI was used to create automated indices from different service areas, allowing the government to see the performance of applications from different agencies in a single snapshot.
